Why is Trump withholding aid from Lebanon?

He wants more of something he already has before he releases the aid. This could be towers, golf courses, or anything else not immediately obvious.

He's feeling betrayed, and because he feels betrayed, he's going to sit with his arms crossed and refuse to do anything. That's the sense I'm getting from the 2 of Swords. He's being stubborn and petulant. He's going to sit on the money until he gets what he wants.

The King of Pentacles could be him and his thought that he holds all the wealth and power. He is able to do whatever he wants to Lebanon and will make them suffer. I'm not sure if the 8 of Swords here is an intention to prevent them from doing something or making them vulnerable to their enemies.

The 6 of Wands feels like he's lording over them and has them right where he wants them. His demands and refusal to release the aid is causing them a lot of stress and anxiety. This was his intention, so this portion is going exactly as he wants.

The obstacle/challenge is cooperation. They're not giving in no matter how much he screws them. I'm not quite sure what the Hermit means here. The outcome is either for them or Trump. Sudden action taken. 😬

The 2 of Cups was on the bottom of the deck, so this could either mean a partnership he wants with Lebanon, or he's acting on behalf of one of his dictator buddies.

I grabbed some screenshots of tweets from Senator Murphy that explain why the funding for Lebanon is so important. He likens it to the situation in Ukraine. I think we all already know he's doing this on orders from Putin, but exact details are what's missing.
