Why isn't Justice Roberts enforcing Senate rules?

I don't know whether the thing on Twitter about senators not staying seated and taking frequent breaks is true or not. I'm seeing conflicting information. Apparently several of them are wear Apple watches too. The consensus among everyone seems to be that he's not enforcing the rules. I saw at least one person describe him as a potted plant.

Right off the bat, with the 8 of Pentacles and 3 of Swords is that he's betraying something he was tasked to do. 8 of Pentacles is the work card. In this context it's not so much craftsmanship or apprenticeship as him having a task and betraying it. That's simple enough to understand because his task is to preside over the impeachment trial.

The 5 of Pentacles here is tricky. It feels like an out in the cold vibe. My first impression is that he's betraying his task by helping keep information out of the trial. I guess he does he does this by doing nothing at all. He just sits there and only interjects once to do some "both-sideism" on Tuesday.

And why might he be doing that? Because he's been sneaking around and made an agreement with someone. Instead of upholding his oath and the Constitution, he's now a foot soldier for whoever he made the agreement with to be a "potted plant". This is disappointing because my cards said back in September that Vance would get Trump's taxes. I don't see how this is possible if he's making backroom deals.

Who did he make a deal with?

2 of Wands + King of Swords in the center, someone foreign? I told myself while shuffling if a court card popped up that it would be whoever he made an agreement with. I don't know who this is. Putin is a Libra which is an air sign. McConnell is a Pisces and misses being an Aquarius by two days. Roberts is also an Aquarius.

There wasn't much in the previous reading about whether or not Russia was threatening him, so it seems to have jumped from quite neutral cards to negative ones. For this reason, I'm going to end it here and leave it as is. Maybe someone else can take a crack at it.

I haven't paid too much attention to what others have been picking up on Roberts, but I don't recall anything nefarious. Regardless of the confusing second half of this reading, he's up to something and shouldn't be trusted.
